It depends on what language you base it on.

Or portugAl.

But it is never required to mark a preferred stress in cmevla. Any
stress pattern in cmevla is valid and does not change the word. For
names of people, it may be acceptable to suggest the stress preferred
by the person named, but for other names I think it is better not to
impose any stress preference.

I would prefer "london" and "berlin" too.
