The Lojban word refers to an implement with a certain function, namely a lever of sorts, if I remember the conversation right.  It's only the English which distinguishes between the two.  So, while one wouldn't use the same kind of implement for the two purposes, in Lojban they are two kinds of the same implement, while in English they are different kinds of implement.
