Go to http://www.cygwin.com/ and download and install the package. Install 
gcc. I don't remember whether jbofi'e needs bison or flex to compile. IIRR, 
the root directory when you're in Cygwin is not C:\, but some subdirectory, 
but you can find C: in /mnt or something.
