[lojban-beginners] Question on lu... li'u usage

 The following text comes from "tu'a loi cmalu": ".i lu naku mi gasnu lenu le cifnu cu cortu sei ko'a cusku li'u"

I don't understand why the text "sei ko'a cusku" is inside the quotation marks... in this case I would understand it as part of what is quoted. I.e. "I'm not hurting the baby, he said." instead of "I'm not hurting the baby", he said.
