I agree that's it's very odd. But that is how ["I'm not hurting the baby," he said.] is done in Lojban.

I don't understand why the text "sei ko'a cusku" is inside the quotation marks... in this case I would understand it as part of what is quoted. I.e. "I'm not hurting the baby, he said." instead of "I'm not hurting the baby", he said.
