Actually, I think that's arguable. If we were to make a lujvo for it,
we'd want PAmoi as the tertau, due to the seltau filling the moi2
place:
rodypavmoi = x1 is 1st in set x2 of brodas, x3=broda2, ...
xN-1=brodaN,  ordered by rule xN.

In clearer Lojban: lo ka rodypavmoi cu ka ce'u pamoi ce'u noi ke'a
broda ce'u li'o ku'o ce'u
In my opinion, that constitutes reason enough to use PAmoi as the
tertau, if one cares about the tanru/veljvo parallelism (which I
personally believe is fundamental.)

In order to disambiguate, we can use a me'o "quote" as a name for the
bus, and a veka'a sumtcita to indicate route:
lo sorpeka pe veka'a lo parecimoi -> "bus with route 123"
lo sorpeka pe me'e me'o pareci -> "bus #123" (perhaps an ID number on
the bus itself)
