No, it should not. It's {pa re ci moi lo kumfa} "123th of the buses". Turning it into a tanru results in a flip, as the seltau fills the x2 of moi, which gives us {lo kumfa pa re ci moi}. {lo pa re ci moi kumfa} is not wrong, but objecting to {lo kumfa pa re ci moi} is.
