I don't know about tags, but you can do a tensed logical connection (
CLL Ch 14 - starting at about 18.4) to get the the "even" you want. I think what you're looking for is:
"Justice be done" {.ijucabo} "Heaven falls."
ke'u, this does not put "Heaven falls" in a sumtcita tag off of the main bridi "Justice be done." If you really want the "Heaven falls" to be an abstract sumti off of the main bridi, I would hazard a guess at saying "Justice be done" ?{gi'uca lo nu "Heaven falls" kei} I'm supposing {gi'u} would "bridi-tail" it onto the main bridi, and {ca} would act as a sumtcita, expecting a single sumti, which would have to come in the form of an event (hence {lo nu...kei})
