For geometric construction, my opening suggestion would be:

x1 (line) defines four equal angles (is perpendicular) with line x2 and includes point(s) x3 and intersects "x2" at x4
 
I wouldn't restrict it to lines. A lline can be perpendicular to a plane, and also it should be usable with general objects, as in:

  lo grana cu sraji lo bitmu
  The pole is perpendicular to the wall.

For your full description I think it's more clear to use three separate predicates:

  ko'a linji ko'e gi'e sraji ko'i gi'e kruca ko'i ko'o

But if you must, you could make it into a lujvo: kucrajli'i

mu'o mi'e xorxes
