Another variation is "me'i ro roi tinbe", which says how many times
they do listen rather than saying it is not the case that they listen
every time. (Just "me'i roi" will work too, since "me'i" takes "ro" by
default.)

"na'e ro roi" is exactly equivalent to "me'i ro roi", only because
"za'u ro" is impossible, so the only way for "na'e ro roi" to be true
is when "me'i ro roi" is true.

"me'i" won't be the same as "na'e" for numbers other than "ro", of
course, since "na'e mu roi" could be "me'i mu roi" or "za'u mu roi".
