{pe} attaches a term to a sumti
{poi} attaches a sentence to a sumti

{zu'a vo'a} is a term, so you can attach it with {pe}, not with {poi}.

You could, however, replace it with {poi ke'a zunle vo'a}, or 
{poi ke'a zu'a vo'a co'e} or some other sentence with similar
meaning.

Probably not. {pe <term>} is always equivalent to {poi ke'a srana <term>}.
