A single-user license for the test-making software you linked to costs
$120, but it's free for use of not-profit-making educational
instututions. Does the LLG break even on the sale of books?

the language side. But I would need someone else

based on that might serve as a start for people who know
how to fiddle with those things.

At this point, I don't think a human-graded test would
be realistic, but a lot can be done with computer-grading.
