{sezu'ebi'okulnu} is the same as {se zu'e bi'o kulnu}, because there
is no consonant cluster to make a lujvo, and it is not grammatical.
{selzu'ebi'okulnu} is a lujvo from se-zukte-binxo-kulnu.
{selzuktybinxykulnu} is another version of the same lujvo.
I don't know if that's the best choice for "action to change the culture".
The last component of the lujvo is the basic one, so
{selzu'ebi'okulnu} would be a type of culture, not a type of action.
Also, {binxo} means "x1 becomes x2". I think you want {stika}:
"x1 changes x2 in property x3".
So perhaps you can start from {klustika}: "x1 modifies property
x2 of the culture of x3"/"x1 is an activist with respect to aspect x2
of the culture of x3".
"Activism" in the sense of the ideology that activists hold might be
{klutiksi'o}, in the sense of the actions of activists, {nu klustika}.
