I prefer {se bangu} instead of {tavla fo}, because it is not the act of
saying something that's relevant here but the fact of being a user
of a certain language.

bangu x1 is a/the language/dialect used by x2 to express/communicate x3

Hmmm, it works although I don't think it means exactly what I meant.

What about {sivni}? Did I use it correctly?
