Yes, all tanru are inherently ambiguous. This is in the nature of a
tanru; it sacrifices precision in favour of speaking quickly and
without excess verbal baggage. If you need precision you can move the
'modifying' words from the tanru into explicit places of the
'modified' word, or use other means to specify the exact relationship
between the gismu involved. I would resolve {sutra tavla pendo} based
on context, as I imagine other Lojbanists would.
