Are you using kate, kwrite, or gedit to edit it? The one you posted before
had "日本語" written in UTF-8, and looks right in Konqueror. The charset in the
meta tag, however, is iso-8859-1, which means that a browser may display nine
mojibake instead of three kanji. Try changing that to utf-8 and see if it
works.
Your LANG environment variable should have UTF-8 in it. This tells kate (and
other programs) to use that encoding by default. I run Ubuntu and that's how
mine's set.
