I didn't propose "flalu xabju" for "citizen". Only for "resident".
I proposed "(flalu) se gugde" for citizen.

Sorry! I misunderstood.  So could these tanru be now turned into lujvo?  Something like {flaxa'u} for legal resident, and {flaselgu'e} for citizen?
