So apparently yes.

It's interesting that they simplified the double articulation ( ч [ʧ] --> tc --> c ) but not the palatalization ( лю [lʲu] --> liu --> liu ). To me, [t] in [ʧ] sounds as much if not more distinct as [ʲ].
