They can be, but need not be. A cmevla is not analysable.

For example, {lojban} is made up of the rafsi {loj} and {ban} and 
{camgusmis} is derived from {carmi gusni misno}, but {filip} is not 
made up of any rafsi.

And {ctefan} is a valid Lojbanisation of the German name "Stefan", but 
has nothing to do with night or sailing (that is, it is not {nicte} + 
{falnu} --> {cte} + {fan}).
