Shouldn't a respond with noda, not zi'o?

Yes, for the most part.  The whole idea of modal+{zi'o} is kinda odd,since
{zi'o} is there to incapacitate an essential part of a relation.  So why add
a new factor and then cut it off?  The {zi'o} answer above might makethat
point over and above {noda}.
