You could use: {ko'a jetnu to'eni'inai ko'e fi'o jinvi ko'i}
Or, you could use {nalfanta} for "x1 does not prevent x2 from happening",
i.e. "x2 happens despite x1", but that's more for events happening
rather than about facts being true.
