Yes, it can be used that way if someone chooses to specify. But even
if they do that it's still saying there is a fog. Pointing and saying
"look, that's a fog" and pointing and saying "look, that's a type of
fog" is not an important difference. All types of fog are made of fog.
All fogs are made of one or more of the types of fog. They cannot be
two different things.
