Compare with "Look at this world-map. And here's a new world-map.
Ah, but here's a new-world map."

"a new world map" allows both the "a (new (world map))" and the
"a ((new world) map)" readings, but "another world map" allows
only the "another (world map)" reading. The other reading,
"an((other world) map)", has the problem that "another" can't really
split so that the scope of "other" covers just "world" while the scope
of "an" covers the whole noun phrase. The weirdness is caused by
"another" being too tight, not by "world-map" being too tight.
