To repeat, you don't need to make the list yourself. It has long been in existence already. If you want technical discussion to go to jboske rather than lojban list, you'll just have to keep badgering the participants to take the discussion to jboske.

Based on just what I have above, we should have a "lojban-theory" list. I'd make it myslef, but that would mean I'd be subscribed to it, and I'm one of the uninterested people.
