It certainly belongs with the po'o/ji'a group. (Unfortunatley, these
are hard to use because they attach to what precedes instead of
what follows.) I'll think about {po'ocu'i}, it seems like it could
be it.
Interestingly, "at most" seems to be negative, unlike "at least".
