[lojban] Re: 'official' transliteration of Cyrillic to Latin?

In Russian foring passport or in publication in English journals all
russian names are written with Latin letters. Do one use diferent
transliteration system each time? I thing there is some thing like
common transliteration system. However, there is not much use of it,
since combination of latin symbols very offen do not reproduce
Russian pronounciation (even roughly, for example "zh" for sound
which in Lojban iz denoted as "j").
