It still means that. It just doesn't mean that these are all
the dogs there are on Earth, or in the whole Universe, or that
ever lived or will live, but just those in the contextual universe
of discourse.

That's {re loi ci gerku} = {re gunma be lo ci gerku},
"two (groups of) three dogs".
