The problem with this is that if you don't participate, it doesn't
allow for a grade curve. The way it's currently proposed, it's a
comparitive system, which means in order to give a good rank, it needs
participants who speak Lojban worse than others. I would be in favor
of straight-up testing of vocabulary and syntax. Rate people against
according to the number of answers correct per dozen questions tested,
rather than relatively against other speakers.
