That's probably a pretty good idea.

3) Computing proficiency in Lojban as: selecting only those translations
from the set of the translations made by the user that were reviewed by at
least three reviewers, then find an average value of these translations.
(An value of a translation is a product of its estimated difficulty and its
estimated quality.) This is, however, much more difficult to realize in
real-time comparing with computing ratings themselves.

Sounds like a more meaningful (or different meaning) rating than the normal
rating.  Sounds interesting.

What do you think about these ideas?

They sound pretty good.  However, at present my number one wish would be some
way to comment on reviews.  It seems like every day I see more reviews that
just plain aren't correct, and having no way to correct them is frustrating.
