purci+platu
ie has planned, intends to

if you intend something you have "decided" to do it so the past tense
works (as long as it doesn't exclude the present).

mi'e .pav.


{platu} is pretty close. I wouldn't add the element of {pruci}. At
best, it would be superfluous. At worst, it might mean that the person
used to intend but is not intending any more. I'd just use {platu} or
{jdice}.
