Yeah, this tanru is quite a solution. But isn't it strange that we need a tanru to express a rather basic concept?
I think, it is a question of initial choice of basic concepts of
language. For English and our mother tongue, concept of "fog" itself is
more basic, for Lojban situation is different.
In colloquial sense, le bumru is normal translation for "fog". Fog takes
some place, so it is no real difference between fog itself and foggy
place (again, in colloquial speech only).
Of course, if you need exact translation, you should use more narrow
definitions. In this case tanru solution is good enough.
Also, you proposition for meaning of "bumru" will, of couse, make easier
to say "the fog itself" but complicates speaking about it.
