More or less. Almost all CVV forms are cmavo, but there are a few (13)
exceptions, see

and almost all CVV forms are rafsi, but there are many exceptions.
For example, "co'o" is not a rafsi because there was no gismu to which it
could have been assigned.
Of course CCV and CVC rafsi have no similar form cmavo.
When Lojban is spoken properly, the listener
can always tell whether it's being used as a cmavo or rafsi.
