Final warning about baseline

This is to remind people that the Lojban language, excluding some details of
the lexicon, is to be baselined as the end of the year.  The draft reference
grammar is essentially done, with all but one chapter indexed, all known
outstanding comments recieved and being incorporated, and no outstanding
issues to be decided (except possibly the book title %^).

If you have last minute comments on the reference grammar, and/or issues that
need to be considered before the baseline, the speak now "or forever
hold your peace".

6 months after this baseline, the lexicon will be baselined, and there will
be no consideration of changes to the language by LLG for the indefinite
future, with a minimum promise of a 5 year period before we would think
about changes (by which time we hope and expect that the body of Lojabn
speakers will be large enough that imposition of changes from a "lojban
central" will probably be difficult or impossible - change will take place
instead by natural evolution as the community adopts changes they find
appropriate and understandable).
