Actually, one would probably do this in Lojban as
"doi troci be lenu sisku ... with an explicit do'u (probably not
actually required) at the end of the vocative so people know when you've
stopped identifying the audience (without parsing it) and started getting
to the actual content.

As a result, the zi'e noi would probably be "do'u ko (djuno ...)" or some
similar form depending on what you mean by the nonrestrictive clause.
