I think what people are groping for are "sei" metalinguistic comments.
If you want to add one of these you may 1) add it outside of a quote as
in "la .and. cusku sei [ckaji be leka me la likric] lu ... li'u
or for the kind of embedded speaker-identification often found in
writing: lu ... seisa'a la and. sekai leka me la likric kei cusku ... li'u
which in English would be "....", And said lickerishly, "...".
You do not need the sa'a if the words are not embedded into the quote.
