[lojban] Attitudionals in a "la" clause

If the selbri after "la" contains an attitudional, is it concerned as
a part of a name, or as an attitude of a speaker? Example:

{la oi cortu cu klama}

Is it a claim about the person named "oi cortu" or a claim about the
person named "cortu", and expression of a pain that speaker feels
while saying this?
