That {oi} is not contained by the selbri, it attaches to the gadri, so there
can't be any doubt in that case that it is not part of the name. If you had
{la cortu oi} there might be some question, but I think it's also an
attachment to the name and not a part of it. If you wanted it as part of
the name you need to do something like {la oi zei cortu}.
