I think the usefulness would come in adding precision to the english statement "about 4500".  Or, here's a better example.  If someone says "how many people are there in the world", I might say "about 6,000,000,000".  But to what precision do I know that number?  It'd be nice to be able to specify "I know it's around 6,000,000,000 and I am certain about the first two digits while the granularity of my knowledge drops off after those two digits".  etc...

In what sense of "useful"?

Googling for "fifty or sixty" gives 9.650.000 hits. Whatever that
number means, at least it hints that "fifty or sixty" is useful.

"five thousand and approximately sixty" gives one hit as of now (maybe
it will be two if you try it later). Now, that may be an unfair test,
maybe there is a more idiomatic phrase to look for. All I can really
say is that I have never so far felt the need to express something in
Lojban that would require using the CLL convention.

"approximately five thousand and sixty" gives 4 hits, and I would
translate it as "ji'i munoxano".
