We're not (or at least some of us aren't) creating an entirely new one. We're 
figuring out how to express IUPAC nomenclature in Lojban, without simply 
quoting the whole thing as foreign.

Oh, and the third way that numbers are used is to indicate valence or 
oxidation states, as in "iron (III) oxide". "tirse xi ci kijytau"?
