The rafsi of "frinu" is used for units of the form "X per Y", since the
cmavo "fi'u" does not have a rafsi. The refgram states that the rafsi
of "frinu" can be used when making a lujvo that includes fractional numbers.
There are lots of "X per Y" units, though only
one, "ki'orgratretrefrinynidysnidu", is in jbovlaste. There's
also "misryfrinu", as in the expression "simsa lo nu plikanji fi lo
la'ornacle'u lo misryfrinu kei lo ni nandu".
I found it. It's in chapter 18 in the table headed "Number punctuation".
