"pe la .alouin" is modifying "le xlarai jadni". I understand that, in the 
English, "worst" is modifying "Halloween decorations". To do the same in 
Lojban, I'd say "le xlarai ke me la .alouin. jadni". Another possible parse 
of the English is that "worst" modifies "Halloween", in which case just 
remove the "ke".
