Syllabic consonants are consonants that can be nuclei of syllables. They don't
have to be. There are four in Lojban: "r", "n", "l", and "m". Examples:

If it is indeed a lujvo, yes. If it's a fu'ivla, the "l" could be the
hyphen-letter.

The r-hyphen is there to prevent the part before it from falling off as a
cmavo. The first and second rafsi together cannot fall off, since they have
at least two consonants and a cmavo has at most one.
