Yes, the idea is that the Lojban vocabulary is rich enough that
anything you want can be said with it. Of course new words will always
be added (as in any living language), and with time they may acquire
their own subtle connotations, but in principle there is no reason why
the meaning of those words should not be explainable with the existing
vocabulary, with suitably lengthy explanations if needed.
