In Morneau's formalism, states and activities are both -s, and
processes and accomplishments are -d, so the difference between his
"static" and "dynamic" verbs is only in whether there is a change of
state or not. (He says static verbs can be "energetic" or
"non-energetic", but he doesn't find this further classification
useful for his analysis.) So "he runs" would be classified as AP-s.
