So in your understanding of {ji'i}, if I wanted to say "about 10" would I have to say {li ji'i pano}. Would this mean "0, 10, 20, or 30" or "8, 9, 10, 11, or 12". (i.e. would the ji'i apply to only the pa, or would it apply to pano). Or am I completely mis-understanding how PA4 works for {ji'i}?

Yes, for me "ji'i" is in the same class with "za'u", "me'i", "su'o"
and "su'e". I don't think of "ji'i" as being in a world of its own.
When it comes to choosing between being consistent with the rest of
the language, or being consistent with some random offcial rule, I
tend to lean towards the former.

I never remember whether "PA bi'i PA" is supposed to be an interval,
some value in that interval, or either. If you use "bi'i" you should
probably move the "su'e too: "(re) bi'i (su'e ci)".
