That's not how it should work, IMO.
The docbook source, which should be in as few files as reasonable
for ease of editing, should be used to generate various output
formats for actual reading. One of those output formats will be
"one dir per chapter" html similar to dag-cll, which I think is what
you're asking for.
The docbook source is *not* for reading.
If I'm missing something in what you want and why, please explain.
