When it comes to discussing, the room is full all evening; when it comes to 
doing, everyone leaves the room. Or, from the French: Must they deliberate, 
the court teems with counselors; must they execute, there's no one left.

The scene is a group of mice who have assembled to discuss a cat who has been 
threatening them. They discuss various proposals, one of which is to put a 
bell on the cat so that they can hear him coming. They agree that the cat 
should be belled. "Okay," says the chairmouse, "who's going to bell the cat?" 
And everyone leaves.
