[lojban] detke'u

Hi,

I found this lujvo in jbovlaste for 'anniversary':

{k1 (event) is the anniversary of k2, recurring for the k3'rd time 
on date x4=d2 at location x5=d3 by calendar x6=d4}.

Questions:
1) X4=d2 and x5=d3 seem to be referring to the date and location of 
the anniversary event whereas, given where they come from, shouldn't 
they be the date and location of the original event?

2) If you want to say 'March is the anniversary of...', do you use 
{tu'a lo cisbmasti} for k1 - or can March be considered as an event, 
so no {tu'a}?
