That is definitely odd.  Assuming that following discussion shows it
to be a real problem, or if there is no further discussion, please

I'm honestly not sure which encodes better Lojban, but my feeling is
with Mantycore, that we want the pu to only cover the kalte.

I think this will be a non-trivial PEG change, so it's not
surprising you didn't find it.
