How does {co'e} give specificity, sorry?

The value of co'e is such that {lo co'e} points exclusively to the specific referent. E.g. suppose by {le cinfo} I refer to Marine Sergeant Shamar Thomas, it means {lo co'e voi cinfo}, where the value of co'e is "is Marine Sergeant Shamar Thomas".
